Pakistan Electricity Tariff Under Review Today as NEPRA Weighs Rs22.98 Per Unit Package

Pakistan electricity regulator is reviewing the Rs22.98 per unit Incremental Consumption Package today, October 5, 2026, in a decision that could affect the future cost of additional electricity consumption.

The National Electric Power Regulatory Authority (NEPRA) scheduled a public hearing for 2:30pm at NEPRA Tower in Islamabad, with online participation also available.

What Is the Rs22.98 Electricity Package?

The Incremental Consumption Package was approved in December 2025 to encourage consumers to use more grid electricity by offering a special rate on eligible additional consumption.

The package includes a semi-annual review mechanism. NEPRA can adjust the tariff if the current rate no longer matches the actual marginal cost of producing electricity.

Today’s review will consider whether the existing Rs22.98 per kWh rate should be increased.

NEPRA will also examine when any revised tariff should take effect. Possible options include applying it from the June 2026 billing period, October 2026, or another date decided by the regulator.

Could the Package Be Suspended?

Another important question before NEPRA is whether the package should be temporarily suspended because of prevailing fuel prices.

Under the original mechanism, the scheme can also be terminated if an upward tariff adjustment becomes necessary in two consecutive reviews.

The review comes at a time when Pakistan’s power sector is facing higher generation costs. In a separate matter, electricity consumers are facing around Rs25 billion in additional fuel costs, largely linked to expensive imported RLNG and coal and lower availability of cheaper hydropower and nuclear generation.

Industrial groups have also raised concerns over electricity costs and the effectiveness of the incremental package. Recent industry claims suggest many businesses are still paying substantially more than the advertised package rate in their final bills.

For electricity consumers and businesses, the key point is that no new Rs22.98 tariff decision should be treated as final until NEPRA completes the review and issues its determination.
