Pakistan Small Business Loans 2026 – PM Orders Easier Financing and New SME Loan Portal

The Government of Pakistan is taking new steps to make business loans easier for small and medium-sized enterprises (SMEs).

Prime Minister Shehbaz Sharif has directed authorities to remove problems that make it difficult for small businesses to get loans from banks.

During a meeting held in Islamabad on October 7, 2026, the Prime Minister also ordered the launch of a new SME Loan Portal by the end of November 2026.

The initiative aims to support business owners, improve access to financing and encourage economic growth.

New SME Loan Portal Coming in November 2026

The government plans to introduce a digital portal to make business financing more accessible.

The portal will allow authorities to monitor bank lending and other business facilities, including Letters of Credit (LCs), in real time.

The government also wants to reduce unnecessary bank visits and improve the loan process.

However, the portal is not yet operational, and its public application procedure has not been announced.

The government wants to increase SME lending to Rs1.5 trillion and expand the number of borrowers to 565,000 by June 2027.

A longer-term target aims to increase SME financing to Rs2 trillion by June 2028.

Who Could Benefit From Easier SME Financing?

Improved access to business loans could help people running:

  1. Small shops and retail businesses
  2. Manufacturing units
  3. Service businesses
  4. Agricultural supply businesses
  5. Small technology companies
  6. Other eligible small and medium-sized enterprises

However, these are examples of businesses that may benefit. The government has not announced a separate eligibility list for the new portal.

Actual loan approval will depend on the bank, financing program and applicable requirements.

What Is SMEDA’s Role?

The Prime Minister has directed the Small and Medium Enterprises Development Authority (SMEDA) to help businesses improve their performance.

SMEDA will focus on modern technology, productivity, business development and opportunities to enter international markets.

These measures are intended to help Pakistani businesses grow and become more competitive.

How to Apply for Small Business Loans in Pakistan?

The new SME Portal has not started accepting applications.

Business owners can currently contact participating banks and financial institutions to ask about available SME financing products.

Applicants may need business registration details, identity documents, financial records and other information required by the lender.

Loan limits, interest rates and repayment periods depend on the financing program.

What Happens Next?

The government has directed authorities to make the SME Portal operational by the end of November 2026.

Business owners should follow official updates from SMEDA, the State Bank of Pakistan and participating banks.

The announcement does not mean that a new interest-free loan scheme has opened for everyone. Further details about the portal and its application process are still awaited.
