Islamabad, October 9, 2026: The Higher Education Commission (HEC) Pakistan has opened applications for the Quaid-e-Azam Memorial Fellowship 2026, giving eligible PhD students an opportunity to conduct research at leading international universities.
The fellowship was introduced to mark the 150th birth anniversary of Quaid-e-Azam Muhammad Ali Jinnah. Selected students will be able to spend six months conducting research abroad, with financial support from HEC.
Applications opened on October 6, 2026, and the deadline is October 30, 2026.

Who Can Apply?
According to HEC, applicants must meet the following requirements:
- Be Pakistani or AJK nationals.
- Be enrolled in a full-time PhD program at a recognized Pakistani university.
- Have completed at least 18 credit hours of PhD coursework.
- Have completed 18 months to 3.5 years of PhD enrollment.
- Have enrolled between Spring 2023 and Spring 2025.
- Have passed the GAT Subject Test or university admission test.
- Have an approved PhD research topic and synopsis.
- Have an official acceptance letter from an eligible foreign institution.
The proposed foreign supervisor must also meet HEC’s academic requirements.
Fellowship Benefits
Selected researchers will receive financial support during their international research visit.
