The United States has proposed a major change to its Optional Practical Training (OPT) program, raising concerns among international students planning to work in America.
On October 7, 2026, the U.S. Department of Homeland Security (DHS) announced a proposal to introduce a $70,000 fee for initial OPT participation and an additional $30,000 for subsequent OPT recommendations.
The proposal could affect thousands of international students, including those from Pakistan, India and other countries.
What Is the New $70,000 OPT Fee?
Under the proposed rules, universities and other certified educational institutions would pay the new fees before recommending eligible F-1 students for OPT.
The proposed charges are:
| OPT Category | Proposed Fee |
|---|---|
| Initial OPT recommendation | $70,000 |
| Subsequent OPT recommendation | $30,000 |
| Initial OPT plus one extension | $100,000 |
Schools could recover these costs from students or employers.
These fees are not currently in effect.
What Is OPT in the USA?
Optional Practical Training allows eligible international students with F-1 status to gain work experience related to their field of study.
Students can generally receive up to 12 months of OPT at each eligible education level.
Graduates in qualifying science, technology, engineering and mathematics (STEM) programs may apply for an additional 24-month extension.
This opportunity helps students gain practical experience after completing their education.
Why Is the US Government Proposing Higher Fees?
According to DHS, the proposal aims to reduce fraud, improve immigration oversight and protect American workers.
The department says some institutions and employers have misused the existing OPT system.
Officials believe higher fees could encourage universities to review OPT recommendations more carefully.
Universities Raise Concerns
International education organizations have criticized the proposal.
NAFSA, an association representing international educators, warned that expensive OPT fees could discourage talented students from choosing American universities.
Education groups are also concerned about the possible impact on businesses that employ international graduates.
When Will the New OPT Fees Start?
The proposal is open for public comments until November 9, 2026.
DHS must review the proposal before deciding whether to introduce a final rule.
If finalized as proposed, the changes would take effect 60 days after publication of the final rule.
What Should Pakistani Students Do?
Pakistani students currently studying in the United States should continue following existing OPT application procedures.
Those planning to study in America in 2027 should monitor official immigration updates before making financial decisions.
For now, the $70,000 OPT fee is only a proposal, and students should not treat it as an approved or payable charge.
